Packages are being sent out to unsuspecting people to create "verified" buyers for making up false reviews in your name.
Many packages are coming to people unexpectedly. These were never ordered and pose a real problem. They are often sent from companies, often without any return address. Then they use your name and address to write a fake review and show that you are a verified buyer. They frequently split a single product into multiple smaller packages to produce multiple "verified" reviews.
Never pay for these. You can keep it or return it. The merchandise is legally yours to keep. But be careful about trusting reviews.
