A very small town had a scheduled visit from their congressman. Before that town hall meeting, they had a town meeting and decided to have their mayor present their two major problems to the congressman. So when the big day came, the mayor explained that they had two significant town problems they'd like his help with.

The congressman asked what the first problem was. He was told that they had a medical center, but their doctor retired, and now they have no doctor, just a nurse. The congressman said that he could help with that. He pulled out his cell phone and made a call. He talked to the head of the Department of Health and explained the situation. He argued with her. He even threatened the Director of Health Services. After about 10 minutes of back and forth negotiation, he said goodbye. Then he turned to the audience and said, "It was a tough fight, but I got you a doctor. He or she should be here soon, no more than three or four months. Now, what is your second problem?"

And the mayor explained that the second problem was that they didn't have any cell service.
